Exclusive: Ally near $4 billion unit sale, GM seen in lead

NEW YORK (Reuters) - Ally Financial Inc is nearing a deal to sell its auto financing operations in Europe and Latin America for around $4 billion, with General Motors Co emerging as the lead bidder if the company decides to sell those operations as a whole, two sources familiar with the situation said.

Ally is still considering whether to split the business geographically - Europe and Latin America - and sell it to two different parties, the sources said on Friday. A deal could come as soon as next week, they said.

Details of an agreement have not been finalized, and the outcome could change, the sources said. Ally is still talking to a handful of financial institutions that have made separate bids for its European and Latin American assets, they said.

Ally, which is 74 percent owned by the U.S. government after a series of bailouts during the financial crisis, announced in May a plan to sell its international operations in a bid to speed up repayment to taxpayers.

GM, also partly owned by the U.S. government after its own taxpayer-funded bailout, declined to comment.

An Ally spokeswoman said, "We continue to be focused on maximizing shareholder value and finding the best solutions for the remaining international operations."

Once known as GMAC, Ally is the former auto lending arm of GM, which has been rebuilding its finance operations. The U.S. automaker bought AmeriCredit Corp in 2010 and in August disclosed that it was among the bidders for Ally's international operations.

Ally Chief Executive Michael Carpenter said last week that the lender had interest from multiple parties for its Europe and Latin American operations and that he expected a sale to be announced this month.

Last month, Ally agreed to sell its Canadian auto finance and deposit business to Royal Bank of Canada for $4.1 billion and its Mexican insurance unit to ACE Ltd for $865 million.

Those two sales are expected to bring in about $5 billion in proceeds, producing pretax estimated gains of $1.2 billion, Ally said last week. The European and Latin American operations have a book value of about $3.3 billion.

Ally is focusing on U.S. auto lending and banking in a bid to turn its business around. Its Residential Capital mortgage unit filed for bankruptcy in May, and it is looking to sell most of its remaining mortgage operations.

Of the $17 billion it owes the U.S. government, Ally has paid back $5.8 billion, including dividend payments.

SAN FRANCISCO - Amazon.com Inc unveiled a new online wine marketplace on Thursday, in the company's second attempt to crack a sector curtailed by a tangle of complex regulations.

Amazon Wine launched more than 1,000 wines from wineries in the United States, including Francis Ford Coppola, Hall, Mark Ryan, Eden Canyon, Pepper Bridge and Roadhouse.

The world's largest Internet retailer said customers could order up to six bottles for a shipping fee of $9.99.

The service will be available to California, Connecticut, Florida, Idaho, Illinois, Iowa, Nebraska, Nevada, North Carolina, Oregon, Washington, Wyoming and the District of Columbia.

Amazon said more states will be added "soon."

Indeed, the limited number of states highlights the challenges of online wine sales due to regulations governing the sale and delivery of alcohol across U.S. state borders.

Amazon had tried getting into the online wine business a few years ago, but put the effort on hold.

Wine.com launched its own online wine marketplace earlier this week, ahead of Amazon's move, which had been reported recently.

Wine.com, which has been in the online wine business for 14 years, launched its marketplace with shipping to 20 states and also offered wines from countries outside the United States, including France, Italy, Spain and Australia.

"Amazon has not offered us anything at this stage," said Jean-Charles Boisset, president of Boisset Family Estates. "We have contacted them and would love to talk."

Boisset has wineries in the United States, including De Loach and Buena Vista, and also imports a lot of wine from its wineries in France and Italy.

Boisset is working with Wine.com on its new marketplace.

A marketplace approach is better than the traditional wholesale distribution system because it allows smaller wineries to reach consumers more directly.

Boisset has sold its wines through Wine.com for years. The new marketplace will help the company offer more unique wines that were previously only available from tasting rooms at its wineries, Boisset said. ?

Izturis agrees to $10M contract with Blue Jays

INDIAN WELLS, Calif. (AP) - Infielder Maicer Izturis became the first major league free agent this offseason to join a new team, agreeing Thursday to a $10 million, three-year contract with the Toronto Blue Jays.

Toronto said the deal was for $3 million annually. The team has a $3 million option for 2016 with a $1 million buyout.

The 32-year-old hit .256 with 17 steals in 19 tries, two homers and 20 RBIs this year for the Los Angeles Angels. After reaching the big leagues with the Montreal Expos in 2004, Izturis spent eight years with the Angels. He has a .273 career average with 81 steals.

"He's someone that's going to come in and compete for the job at second base," said Blue Jays general manager Alex Anthopoulos at the GM meetings in California. "He's not guaranteed the job, but the fact that he can play all over the infield, he's just a valuable guy to have. He can do a lot of little things. He's a winning player. He can draw a walk. He can put the ball in play - a pretty good contact rate. He can run a little bit and steal some bags. He plays very good defensively, as well, and is a good teammate, good in the clubhouse."

Toronto also purchased right-hander Jeremy Jeffress from Kansas City. He was 0-0 with a 6.75 ERA in 13 relief appearances for the Royals this year. The Royals traded left-hander Tommy Hottovy to Texas for a player to be named and cash. He had no record and a 2.89 ERA in nine relief appearances.

Syria conflict: Here come the weapons?

The Syrian conflict could be set for an influx of arms in the coming months, as Britain is reviewing its legal options for supplying weapons to the Syrian rebels despite an EU arms embargo on the conflict, and Turkey is in discussions with NATO to deploy Patriot missile interceptors along its southern border.

The Guardian reports that British Prime Minister David Cameron, recently returned from a trip to the Middle East that included a stop at a Syrian refugee camp in Jordan, has told government lawyers to investigate the legality of sending weapons to Syria's rebels. Soon after the uprising began, the European Union enacted an arms embargo, forbidding shipments of lethal arms to either side of the conflict. But British officials say the embargo may include exceptions in the case of humanitarian disaster.

The text of the EU embargo, agreed two months after the conflict began, says: "By way of derogation ? the competent authorities in the member states ? may authorise the sale, supply, transfer or export of equipment which might be used for internal repression, under such conditions as they deem appropriate, if they determine that such equipment is intended solely for humanitarian or protective use."

Cameron made clear he believes that stage may have been reached after he visited the refugee camp, where 110,000 Syrians are sheltering. "I think what I have seen and heard today is truly appalling," said. "I think [with] a re-elected president [Obama] with a new mandate ? it's really important to discuss what more we can do to help resolve the situation."

The Guardian notes that President Bashar al-Assad's regime is reportedly being supplied with weapons by Russia and Iran, while the West has been bound to only supply non-lethal aid to the rebels under the embargo.

And as Britain debates arming the rebels, reports indicate that Turkey is talking with NATO about deploying Patriot missiles along Turkey's border with Syria. Agence France-Presse reports that Turkish President Abdullah Gul confirmed that discussions about the interceptors were taking place, and said that "It is only natural for us to take any measure for defense reasons."

Although the deployment of Patriots to Turkey could "add a new dimension" to the Syrian crisis, according to Today's Zaman, the US-built system could not be used offensively, according to the US State Department. During a daily press conference Wednesday, a reporter asked State Department spokesperson Victoria Nuland whether the Patriots could be the start of a no-fly zone in Syria, but she denied that they could be used toward that end. "It?s not a missile. It?s an interceptor for missiles," she said.

With regard to the question of Patriot missiles in Turkey, we?ve talked about this before. Patriot is a defensive system. Ankara's contemplation of a further buildup along its border comes as fighting in Syria again spilled over into Turkey. Reuters reports that two Turkish civilians were injured by stray gunfire in the border town of Celyanpinar. The bullets reportedly were fired during a battle between rebels and Assad troops in the Syrian town of Ras al-Ain.

Similarly, along the Israeli-Syrian border, The Jerusalem Post reports that three Syrian mortar shells landed in Israeli territory Thursday, though they caused no injuries, according to Israeli radio. The shells were misfires from fighting between rebel and regime factions, officials said.

U.S. voters complained about erratic implementation of?voter ID laws, while long lines and makeshift polling sites in storm-hit?New York and New Jersey?added to confusion in a bitterly contested presidential election.

Watchdog groups reported complaints from people turned away from polls because they did not have identification in states like?Pennsylvania, where ID was not required. In swing states?Virginia?and?Florida, long lines led to numerous complaints and fears that people would give up without casting a ballot, while large numbers of people in?Ohio?reported being forced to vote by provisional ballot.

It was unclear what impact the voting irregularities might have on an election that caps a close presidential campaign between Democratic President?Barack Obama?and Republican challenger Mitt Romney.

Throughout the day, voters in?Pennsylvania, which saw court battles over controversial?voter ID requirements, reported getting conflicting messages over whether an identification was required to vote. A federal judge had ruled the new?voter ID law could not be implemented this election because there was not enough time to ensure all registered voters had proper identification.

But poll workers were still requesting voter IDs, and reports surfaced of people being turned away if they could not produce one, witnesses and watchdog groups reported.

"Poll workers have been poorly and wrongfully trained, and they are standing there and sitting there and requiring people to show ID, and sending people home if they don't have the ID," said?Barbara Arnwine, executive director of the Lawyers' Committee for Civil Rights.

The?Lawyers' Committee, which helps run an Election Protection hot line that collects reports of problems at the polls, said there were signs outside some voting areas in parts of?Pennsylvania?falsely telling people they needed an ID.

Pennsylvania's ID rules were among a raft of new voting laws passed mostly by Republican-led legislatures in dozens of states since 2011. The courts have thrown out the harshest of the new laws, or at least ordered delayed implementation.

Republicans had their own complaints in?Pennsylvania. The party got a court order to reinstate 75 Republican election officials in?Philadelphia?who allegedly were prohibited from entering polling places.

Election Protection had received more than 80,000 calls from people reporting various problems. Many of the calls came from?Pennsylvania,?New Jersey?and?New York.

Retailers see sharp slowdown as Britons cut back - BRC

LONDON (Reuters) - British retail sales slowed sharply in October as Britons limited spending to essentials such as food and drink, the British Retail Consortium said on Tuesday, dampening hopes that consumers will drive the economic recovery.

Like-for-like retail sales - a measure that strips out changes in floor space and is favoured by equity analysts - fell by 0.1 percent in value terms on the year, the BRC said, making October one of the worst months for the sector this year.

Total retail sales - a measure used more by economists and which is closer to that found in official statistics - rose 1.1 percent on the year, slowing from a 3.4 percent growth in September.

"The disappointing figures are a reminder of the difficult economic realities many are still facing," said BRC Director Stephen Robertson.

"Falling consumer confidence means people are limiting spending to essential items and are cautious about committing to big-ticket and discretionary buying," he said.

Britain has exited the recession with better-than-expected economic growth of 1 percent in the third quarter.

However, consumer confidence fell to its lowest in six months in October, highlighting the fragility of Britain's recovery, a survey by researchers GfK NOP showed last week.

Recent energy and food price increases have stoked fears that the inflation rate -- which fell to 2.2 percent in September -- will not fall further, leaving many Britons' budgets squeezed as wages barely rise.

Sales of food and drink remained steady, with Britons stocking up seasonal food like hot soups and roasted beef as squeezed incomes saw many opting to stay indoors, the BRC said.

Clothing and footwear saw a boost at the beginning of the month as consumers filled their wardrobes with jumpers, coats and trousers, the BRC said. However, sales tailed off towards the end of the month as many shoppers became more careful again.

"The recession may officially be over but it will take a little longer for consumers to feel they can spend freely again," said David McCorquodale, Head of Retail at consultancy KPMG, which conducts the survey together with the BRC.

"The disappointing sales figures for October indicate that winning share of the Christmas wallet will be just as competitive over the next two months as it was last year," he added.
